“kick the can” has been used as a coded slur by the house republicans against the senate for not passing their version of the payroll tax bill — leaving out that the reason that the senate doesn’t want to pass the house version is because the house version has been filled up with lots of other undesirable — and even totally unrelated — things. things that make earmarks look trivial. since everyone is so amendment happy suddenly, how about an amendment that legislation has to focus on only one issue at a time?
